"Each question or experimental project requires serious
consideration of the tools, mechanical as well as cognitive, to
be used in the search. For example, the order of magnitude of
time parameters of a particular phenomenon (i.e. its duration
and frequency) will dictate sampling rate of a measuring
device, be it a digital instrument or the nervous system.
Neglecting this issue may distort or altogether miss the event
under study. It is therefore necessary to experiment on the
particular instrument and determine its characteristics and
settings prior to experimentation. In like manner, it is
necessary to experiment on the instrument possessing
cognitive abilities, the brain. Ignoring facts relating to the
make-up as well as the behavior of this instrument result in
distortions in our data and inevitably in our interpretation of
these data1"
